Besides, an overview of the Europe and Germany´s Initiatives to create a renewable hydrogen certification scheme will be presented.

Carolina Lopez-Rocha

Is an international lawyer with over 10 years of experience reforming policies and regulations to boost investments in the energy sector. Ms. Lopez-Rocha joined the World Bank in 2016 and has developed instruments to finance green hydrogen, energy efficiency, and renewable power. Ms. Lopez-Rocha also collaborated with the OECD and the Inter-American Bank to attract private investors in the energy sector to Eastern European and Latin American & Caribbean countries. Before joining the World Bank, she was the Legal Officer at the Mexican-Chinese Chamber of Commerce, where she led negotiations between the Mexican Government and transnational enterprises to advance trade and investment, and she also developed Public-Private Partnership projects (PPP) for infrastructure projects. She previously collaborated with the UN Office of Human Rights in Mexico, where she implemented human rights programs to protect vulnerable groups. She received her LLM in International Legal Studies from NYU Law School.

Kim Talus

Is Partner in a Swiss energy law consultancy Energy and Regulation Partners. His also a Professor of European Energy Law at UEF Law School and a Professor of Energy Law at University of Helsinki as well as a Director of Center for Climate Change, Energy and Environmental Law (CCEEL). From 2018 to 2023, he held the James McCulloch Chair in Energy Law at Tulane University and was the founding Director of the Tulane Center for Energy Law. His extensive experience in research and consultancy has centered around international, comparative and European energy law and regulation. He has authored and co-authored more than 200 publications. Talus’ work has awarded him with many recognitions and his research has also been recognized by the European Court of Justice. The current focus of Kim Talus is on hydrogen and low-carbon fuels where he has assisted companies in EU and the US.

Dr. Maximilian Kuhn

He started his career 20 years ago in the energy business as a consultant for Government Relations. He held senior roles at the Environmental Policy Research Center (FFU) and as a project coordinator for energy projects at Columbia University in the City of New York. From 2013, he joined the European Commission as a Scientific Project Officer to coordinated tasks of the European Commission’s Energy Security, Systems and Market Unit. Since 2010 he served as editor-in-chief and research staff at the European Center for Energy and Resource Security (EUCERS) at King’s College London and lecturer at HULT Business School London. Currently Dr Kuhn is an Advisor to Hydrogen Europe with a focus on regulation, codes and standards.

Gonzalo Montiel

Chemical engineer, specialized in lithium and hydrogen technologies and value chains. Former National Director of the Secretariat of Strategic Affairs of the National Presidency, technical manager of the National Strategy for the Development of the Hydrogen Economy (2023). He is currently in charge of managing projects with external financing of the Energy and Mobility Sub-Management of INTI.
